There was a trend in the nineties where comicbook publishers would print covers using insane metallic and holographic papers, in hopes of appealing to the collectors market. (These wound up selling like gangbusters and had the adverse effect of destroying the long-term value of the books, but that's another story.)
This cover is printed on a similar optical-illusiony surface. It makes my frontal lobe ache and my eyes bleed. Not in a bad way, or a good way; more like a Lovecraftian way.
I saw this at an airport bookstore and it stopped me from my path to my terminal. The combination of the holographic paper and the type treatment definitely made me pick it up.
